We were formed in 1998 by a group of committed affordable housing professionals throughout Kansas.

Our mission is to develop affordable housing and help rural Kansas communities achieve sustainable development.

Organization

Governed by a board of directors that sets direction and policy, HAH is is a 501(c)3, non-profit organization, certified by the State of Kansas as a Community Housing Development Organization (CHDO).

Tom Bishop

Tom Bishop, Executive Director

 

 Mr. Bishop has extensive experience in single and multi-family development utilizing multiple funding sources. Mr. Bishop has served since 1998 as the President/CEO of Homestead Affordable Housing, Inc (HAH), a Kansas Community Housing Development Organization (CHDO) that develops single and multi-family housing using a vast array of funding sources including: LIHTC, HOME, FHLBank AHP, Housing Trust Funds, Taxable Bonds, RD 502, RD 515, RD 538, and state and federal Historic Tax Credits.

 

Mr. Bishop joined the national intermediary and technical assistance agency, Housing Assistance Council (HAC) in March of 1999, opening the new Midwest Regional Office in Kansas City, MO to provide services to thirteen midwestern states, including technical assistance, loan products, and training.  Mr. Bishop shifted responsibilities to the HAC national office as Special Asset Manager in February of 2001 to February 2008, responsible for real estate disposition, resolution of troubled loans, and training and technical assistance in real estate development and finance.

 

Mr. Bishop assisted with the formation of and served as a Board Member of the Holton Main Street organization in Holton, Kansas.

 

 Bishop served as a public interest director of the Federal Home Loan Bank of Topeka from 1999-2001 and from 1991-1998 he served on the Affordable Housing Advisory Council, as the Council Chair from 1994-98.

 

As a two term member of the Kansas House of Representatives, Bishop served on the Economic Development and Public Health & Welfare committees and Co-Chaired the Kansas Governors’ Commission on Housing and Homelessness.

 

Mr. Bishop has served as trainer for regional and national events for The Housing Assistance Council, RCAC, HUD ONAP, American Bankers Association and the National American Indian Housing Council.


Terri Bradshaw
Terri Bradshaw,
Director of Property Management

Terri is the Director of Property Management. She has been affiliated with Homestead since 1998 as a board member. She joined the staff in 2005. She oversees all aspects of Homestead’s multi-family projects.  Prior to working for Homestead, Terri worked for Hardage Enterprises as the Vice-President of Property management overseeing 500,000 square feet of commercial properties in Kansas and California.  She then joined Mennonite Housing as the Director of Property Management and Development where she oversaw the operations.  Terri received her B.S. in Business Administration from Friends University in 2001. Her professional designations include COS, CHM, SBBS, TCS, CMM, USDA R.D. 515 S.T.A.R. Recipient, and Kansas Real Estate Broker.

 
Lois PeltonLois Pelton,
Financial Manager


Lois was joined the staff in August 2008 as Financial Manager.  Prior to Homestead Affordable Housing, Lois worked for Jackson County Kansas for thirty-four years, the last eight as a County Commissioner.  Besides being a commissioner she held part time jobs in Business Finance. Lois is a Certified Public Manager and earned her associates degree from Highland Community College in May of 2008.  She started working with affordable housing as a volunteer on the executive board of Northeast Kansas Community Action Program (NEK-CAP) from 2001-2008.  Lois has served as volunteer on many county service boards and enjoys helping people and communities.  She is a believer that helping people makes a better community for everyone.


Brian Boeckman,
Single Family Program Manager


Brian joined the staff in October 2013 as the Single Family Program Manager.  Prior to Homestead Affordable Housing, Brian worked for the Kansas Department of Agriculture as an Inspector in the Meat and Poultry Division. Other areas of experience include: Site Manager for Holton Plains Apartment; Rural Appraiser with Shawnee County, Ks Appraisers Office; previously licensed salesperson in real estate and property & casualty insurance; combination of over 20 years of accounting, administration, and management experience in various fields.  Brian has spent all but 6 months of his life living in the Northeast Kansas area and grew up on a Kansas farm understanding the values of hard work, community involvement and helping others.
